This picture is from a set of paintings of the various perspective of the mountain in Edo, earlier Japan. The image shows a group of many people using boats to carry their horses and other objects across a river. This is a landscape painting with human figures as intended subjects. It can be interpreted as a large migration of people. It contains a simple though beautiful background and use of gradient that especially seen at the bottom of the image; as well as the space just above the ocean horizon.
